Abstract

The study analyzed transparency and efficiency as pillars for improving public procurement in Peru. A systematic review was conducted following the PRISMA 2020 statement in Scopus and SciELO (2019-2025); of 63 records identified, 21 studies were included and examined through hermeneutic content analysis. The findings show that Law No. 32069 strengthens both principles and that SEACE broadens the publicity of procurement processes, although digitalization alone does not guarantee integrity. Corruption concentrated in the preparatory phase, clientelism in the appointment of officials, and high turnover in senior management persist: the Ministry of Economy and Finance had four heads between 2022 and 2025. It is concluded that transparency and efficiency act as pillars of improvement only when accompanied by institutional stability, meritocracy, and citizen oversight aligned with OECD standards.
