Abstract

In the rural territories of Latin America, public decisions are often made far from those who live with them, and citizen participation is very frequently reduced to merely formal procedures. This paper examines what the recent scientific literature says about the relationship between territorial governance and participation in rural settings. A systematic review guided by the PRISMA protocol was carried out on research published between 2022 and 2026 in first- and second-quartile Scopus journals and in SciELO. Eleven studies from Peru, Ecuador, Mexico, Chile and Brazil, together with a regional synthesis, were analyzed in depth through thematic coding. The evidence was organized into three axes: the presence of the State in the territory, community participation in decision-making, and the collective management of resources and local economies. Assemblies, community committees and networks among local organizations strengthen governance, while weak municipal transparency, the exclusion of women and merely formal participation undermine it.
