Open government in Latin America. Challenges and opportunities for citizen participation
Abstract
The objective of this article was to analyze the challenges and opportunities presented by the implementation of open government in Latin America, with a specific focus on citizen participation. Eighteen studies corresponding to the Scielo, Scopus and Redalyc databases were examined. The results showed several significant challenges, such as institutional resistance, lack of adequate technological infrastructure and the need for civic education to foster effective citizen participation. However, important opportunities were also highlighted, such as the potential to increase government transparency, strengthen participatory democracy and improve public confidence in institutions. The most relevant conclusion stated that although there are obstacles to be overcome, the effective implementation of these policies could lead to greater citizen participation and a strengthening of democracy in the region.
