Public procurement and institutional transparency of municipal governments in Peru

Abstract

The article presents a review of the relationship between public procurement and institutional transparency in municipal governments in Peru. The objective was to develop a theoretical-analytical review of the relationship between public procurement and institutional transparency in municipal governments in Peru. A theoretical-analytical and comparative approach was applied based on a documentary review of official sources and scientific literature following the PRISMA protocol for qualitative studies. The results show that institutional capacity, digitization, and accountability determine the effectiveness of municipal transparency reforms. Only municipalities with solid technical structures consistently comply with the publication of contracts and internal audits. It is concluded that strengthening institutional capacity and citizen participation is essential to consolidate a culture of transparency and integrity in local public management.
